Government e-Marketplace: A Game-Changer in Public Procurement

The Government e-Marketplace (GeM) is an online portal launched by the Indian Government in 2016, to transform the way public procurement is conducted in the country. The platform is a one-stopshop for all procurement needs of various government departments and public sector enterprises. GeM has been a game-changer in public procurement in India, making the process transparent, efficient, and cost-effective.

Before the introduction of GeM, the public procurement process in India was largely manual, cumbersome, and time-consuming. It involved multiple stages and was prone to delays and corruption. Moreover, the lack of transparency made it difficult to ensure that public funds were being used effectively. With GeM, the procurement process has become much simpler, quicker, and more transparent. The platform has brought about a paradigm shift in the way public procurement is conducted in India.

GeM has made it possible for government departments and public sector enterprises to procure goods and services in a more streamlined manner. The platform has a wide range of products and services listed, and buyers can easily search for and compare products from different vendors. The platform has also made it easier for small and medium-sized enterprises (SMEs) to participate in government procurement. The registration process is simple and free, and the platform has made it possible for SMEs to bid for government contracts on an equal footing with larger companies.

GeM has also helped to bring down the cost of procurement. The platform has introduced competition into the procurement process, making it possible for buyers to compare prices and choose the most cost-effective option. Moreover, the platform has eliminated the need for intermediaries, reducing transaction costs and eliminating the possibility of corruption.

One of the key features of GeM is its transparency. All transactions on the platform are recorded and can be accessed by anyone. This has made it possible to monitor the procurement process and ensure that it is fair and transparent. Moreover, the platform has introduced a rating system for vendors, which makes it possible for buyers to choose the most reliable and trustworthy vendors.

GeM has also introduced several innovative features that have made public procurement more efficient. For example, the platform has a single-click payment system, which eliminates the need for buyers to go through multiple levels of approval for payment. Moreover, the platform has introduced an e-signature system, which makes it possible for buyers to sign contracts electronically, reducing the time and cost involved in the procurement process.

GeM has quickly built a big business ecosystem. It has over 34,750 buyer groups and 2,20,000 sellers selling over 9,00,000 goods. Until March 2019, GeM site sales totaled Rs 23,700 crore, with over 1.7 million orders. This has led to a 31 percent savings for the government. GeM has accomplished something quite extraordinary. One significant issue is altering people's attitudes toward new technology. We expect that all government agencies, including PSUs, will fully shift their procurement to GeM.

GeM has been a game-changer in public procurement in India. The platform has transformed the way public procurement is conducted, making it more transparent, efficient, and cost-effective. Moreover, the platform has made it possible for SMEs to participate in government procurement on an equal footing with larger companies. GeM has introduced competition into the procurement process, making it possible for buyers to choose the most cost-effective option. The platform has also introduced several innovative features that have made public procurement more efficient. With GeM, India has taken a major step forward in its efforts to improve governance and ensure the effective use of public funds.
